Ankle Deep was the first CD released on the small but esteemed twee label Harriet Records, and was released overseas on vinyl by the like-minded Little Teddy label. Wimp Factor 14 has been described as chamber pop, and at times the group's guitar-based, indie pop album resembles such a thing -- the tempos are generally relaxed and the guitars are seldom distorted, but the group has more of a sense of humor than that label implies. In general, Ankle Deep is stronger and more accomplished than Wimp Factor 14's singles, which were usually at least good. The CD was produced by Rob Christiansen of the Eggs, often touches upon collegiate and workplace themes ("I Is for Incomplete," "Stationary From Work"), and is housed in an unconventional package that consists of a printed manila envelope, a paper sleeve, and a booklet that tells a made-up story about the band's citation for failing to register its name with the government. Main man Frank Boscoe went on to form Vehicle Flips and, while the nascent sound of that band can occasionally be detected here, Ankle Deep has its own quiet charms.

Vehicle Flips formed in Pittsburgh, Pennsylvania in 1994 when guitarist/vocalist Frank Boscoe formed the band with bassist Tim Parker, guitarist Erik Lipsky, and drummer Tim Hoffman. Early on, the quartet shared stages with the Karl Hendricks Trio, Jonny Cohen's Love Machine, Crayon, and the Softies. Jeff Schreckengost took over on guitar and Craig Whitman took over on drums later in 1994.
